Renting a student room in Middelburg

Introduction

Housing shortage is a problem, which you, as a student of the Roosevelt Academy, need not worry about. Roosevelt Academy is one of the few educational programs in the Netherlands to provide student accommodation. You will be living in a room in or just outside the historical city centre of Middelburg.

1. Bagijnhof:
The Woongoed Middelburg housing corporation has renovated in 2004 a characteristic housing complex from the 1920s in the monumental city centre. This complex, the Bagijnhof, has 180 student rooms.

2. Roggeveenhof:
Just outside the city centre Woongoed Middelburg has renovated in 2005 a former home for elderly people called “Roggeveen” and changed it into 180 dwellings.

3. Koestraat:
In 2007 a former office building has been converted into student accommodation. Its location just outside the centre of Middelburg is really unique. The Koestraat accommodation consists of four storeys, and the top three will be equipped for students.
The total amount of rooms is 122.

4. Driewegenhof:

Ten minutes by bike from the centre of Middelburg is the campuss site Driewegenhof. Driewegenhof has four buildings. In the apartments Driewegenhof three students live together and share the bathroom, toilet and kitchen. In Driewegenhof students live together with other people in the buildings (only RA students share apartments).

Each campus is near the main Roosevelt Academy building, the former city hall on the Markt. The main shopping streets and local nightlife are also within walking distance from campus. Other facilities, such as restaurants, the Library of Zeeland and the bus and train station are all within a fifteen-minute walk.

In time, as the Roosevelt Academy grows, Woongoed Middelburg will start the development of new housing facilities. These will also be located in excellent locations in or near the city centre. All student-housing facilities are owned by Woongoed Middelburg. This has many benefits compared to renting from private home-owners. The price is always reasonable, your rights and obligations are clear, the rooms and houses are maintained properly and you always know whom to turn to with questions or problems.

As a future student of the Roosevelt Academy you need information about the rooms and the costs that you have to account for. You will read this information above. In order to draw up the tenancy agreement, Woongoed Middelburg also requires some information from you.

We kindly request you to register your personal details on the site www.hurenopwalcheren.nl at the part student housing . Here you can also enter your campus preference. Please understand that it is not always possible to allocate you a room in the preferred campus location.

Living on the campus premises

House rules
The campus sites are located in or just outside the attractive city centre of Middelburg. There are shops, cafés, restaurants, a theatre, a movie theatre, and many other amenities. Especially in the summer months numerous other events take place. In other words, there are lots of things to do.

Nevertheless, you will spend quite some time indoors. Not just to study, but your social life will be mainly on the campus. It is important to keep in mind that you are not the only one living there. Other people live in your house, on the campus and in the surrounding areas. People who wish to sleep, study, rest, sit in their gardens or just simply need a good night rest after a hard day’s work. Keep in mind there are a few house rules.
These rules have been drawn up to ensure that you, your housemates and the other people in the neighbourhood can live together peacefully. These are rules you must abide by, but you can also use them to call others to account if needed. You will receive the complete house rules along with the tenancy agreement. The most important rules are:
v Between 22.00 (10pm) and 8.00 (8am) the neighbourhood has to be quiet;
v Inside the student houses the quiet hours are 23.00 (11pm) till 7.00 (7am);
v No noise or other inconvenience to the neighbourhood;
v Guest are only allowed within restricted rules;
v Pets are not allowed;
v Due to fire regulations, stairs and corridors must be kept clear of obstacles;
v Under no circumstances smoking is permitted in non-smoking areas;
v In houses where smoking is allowed, it is only permitted in individual rooms.

Housing Affairs Council
The Housing Affairs Council is an organisation of students for students. Woongoed Middelburg regularly consults with the HAC. Many things are discussed here concerning living in Woongoed Middelburg accommodation. Their website http://hac.roac.nl/index.htm

Trading rooms
Trading rooms without prior consent from the Roosevelt Academy and Woongoed Middelburg is not allowed. At the end of each semester, the Housing Affairs Council will ask the students by mail if they want to move to another location or to another room. However, requests will only be accepted in special or urgent circumstances and when possible.

Payment of rent
On the 1st day of each month Woongoed Middelburg automatically deducts the month’s rent from your bank account. The monthly rent will be collected in advance.
Due to unforeseen circumstances it could happen that you are not able to pay the rent in time. If the amount cannot be deducted you will receive notice from Woongoed Middelburg. You have to respond to this immediately! If there are any payment problems, always contact Woongoed Middelburg to discuss the situation. In each individual case Woongoed Middelburg will help you find a way to best solve the problem. If you do not contact Woongoed Middelburg and do not pay the rent a claim will be filed against you through a bailiff, which will cost you a lot of extra money.

Rent procedure

Signing up for a room
To sign up for a room please register your personal details on the site www.hurenopwalcheren.nl at the part student housing. Please specify your room related preferences. You must return this form to Woongoed Middelburg no later than 1 July 2010.

Assignment of the rooms
When allocating the rooms we strive for a mix in gender and nationalities in each house, building or floor. In addition to that we abide by your preferences where possible. We cannot, however, guarantee you will get exactly what you prefer. But we will do our best.

Tenancy agreement
The tenancy agreement will run from August 19th 2010. It will be continued as long as you are a studying at the Roosevelt Academy.
During holidays and student exchanges the tenancy agreement applies as usual.

During the last two weeks of July we will send you the information of the allocated room.

We will charge rent from August 19th on. The first rent invoice will also includes
administrative costs of € 50,- and a € 150,- deposit.

Invoice payment
The amount of the first invoice must be on our bank account no later than 6 August 2010. Should you have any questions about this, please contact the Woongoed Middelburg rental department (“afdeling verhuur”). Our bank account: 28.50.48.015. IBAN: NL61BNGH0285048015

Signing of the tenancy agreement
On 19 August we expect you to be in Middelburg. We will hand over the tenancy agreement for you to sign.
Each student who is 18 and over is allowed to sign the tenancy agreement. If you are not yet 18 years old please contact the Woongoed Middelburg rental department (“afdeling verhuur”). We will determine with you who can co-sign the contract.

Keys
With signing the tenancy agreement you will receive the keys to your room or apartment. During the first introduction with your housemates we will briefly highlight the most important aspects. After that you can have a look around the building and your room or apartment. When you enter, first check the inventory list. We will check the inventory of the communal areas. If an item is missing, broken or not working properly, please make a note of this on the delivery list. You will receive this list when signing the agreement. We will restore things to their original state for you as soon as possible.

You also need to register with the municipality of Middelburg. Student enrolment at the university will take place when you first arrive at the Roosevelt Academy. Further information about this will be provided by the Roosevelt Academy.

You can call Woongoed for help during working hours (Monday till Thursday from 8.15 h. till 16.30 h. and Friday from 8.15 h. till 12.00 h.). Our telephone number is 0118 691700. The costs to help you out you have to pay yourself.
The costs are € 59,50
These costs includes VAT, but is exclusive of material costs and the time that is needed to renew the lock.


Termination of tenancy agreement
You can only cancel your tenancy agreement when you no longer study at the Roosevelt Academy. The Roosevelt Academy notifies us if you are no longer a student. Should you neglect to terminate your agreement we will do this for you. Legally binding terms oblige us to apply a longer termination period, which will cost you more money than when you terminate the contract yourself.
